Question on Lecture 08ab: Proof of equivalent formulation

I do understand the content before and after the green "Because", but I didn't see the causation. Explanation would be greatly appreciated. Thanks in advance. Q1.jpg

From what I understand \(\tilde{b}_2 = r_1\) means that for any \(x\in[0, r_1]\) : \((x - \tilde{b}_2)_+\)= 0, this should make things clear. Otherwise as I don't exactly know what part of the course this is, I can't say more.
