Good question!
We want to avoid both lucky (random) edge removal and a lucky (random) source node. Therefore it is a good idea to average over both multiple random edge removals and random source nodes.
Note that in the next exercise (2.11), since there will be (strategic, not random) edge removal, only averaging over multiple (random) source nodes is sufficient.
